Bid for public contracts without spending weeks on paperwork
We find suitable tenders for you in EIS (Latvia's Electronic Procurement System) and prepare the ESPD (EVIPD), qualification documents and a draft bid. You review it, set the price, sign and submit from your own EIS account.
- Your company's first job is free
- In each tender (or lot) we work with only one bidder
- You submit the bid yourself, from your own EIS account
Services
We work with all types of Latvian public procurement in the Electronic Procurement System (EIS): supplies, services and works.
ESPD and qualification documents
We fill in the ESPD (EVIPD in Latvian) from the tender requirements and prepare the qualification document package.
- Compliance check against the tender regulations
- List of past projects and references
- Check of key experts, certificates and subcontractors
Full bid
On top of qualification, we prepare a draft technical proposal and check the financial proposal form.
- Technical proposal following the structure of the tender regulations
- Arithmetic and format check of the financial form (you set the price)
- Document checklist and timeline
Tender assessment
Before starting, we read the tender regulations and tell you honestly whether you have a real chance and what you will need to obtain.
- Qualification requirements and missing documents
- Deadlines: questions to the contracting authority, site visit, submission
- Award criteria (price only, or price + quality)
How it works
The sooner you send us a tender, the more time is left for questions to the contracting authority. We recommend at least 10 working days before the submission deadline.
- Enter your company nameFrom the name or registration number, we work out your sector and past tenders ourselves and find suitable ones for you in EIS. If you have already found a tender, add its link too.
- We assessWe check the qualification requirements, deadlines and whether we already work with another bidder in this tender (lot). We tell you whether and how we can help, and at what price.
- We agreeA written contract setting out the scope, price and the date you will receive the documents.
- You send us the informationReferences, CVs, certificates, financial data. Your company is responsible for their accuracy.
- We prepare the documentsThe ESPD, qualification package and, if ordered, the technical proposal. A person checks everything before handover.
- You review and submitYou set the price, sign with your own e-signature and submit from your own EIS account and your own device.
Pricing
Your company's first job is free, with no success fee even if you win. From the second tender on, you choose one of three pricing options.
Pay only when you win
+ 8 % of the contract value if you sign a contract with the contracting authority (min. 300 €, max. 5 000 €).
If you don't win, you pay nothing.
Known price, no percentage
Full bid. We quote the exact price within this range after assessing the tender regulations, before work begins. No success fee.
Small upfront fee + low %
+ 2 % of the contract value if you sign a contract with the contracting authority.
The success fee is payment for document preparation only. We do not contact the contracting authority or the evaluation committee on your behalf, and we do not guarantee a win. Prices exclude VAT.
Subscription: tender monitoring
We monitor EIS in your sector and send you only open tenders we have assessed, not an automated feed. No long-term commitment; cancel any month.
- 1 sector (CPV group), up to 2 regions
- A weekly email with open tenders that have at least 10 days left before the deadline
- For each: contracting authority, deadline, estimated contract value, award method (price only / price + quality), link to EIS
- Urgent actions block: question deadline, site visit, submission
- Everything in Basic
- Up to 3 sectors, alerts twice a week
- A 1-page summary for each selected tender: qualification requirements, required experts and documents, award criteria
- A “bid / don't bid” recommendation with reasons
- Typical market price and whether the tender is a repeat (from EIS public data)
Monitoring uses public information only. If you find a tender you want to bid for, you can order bid preparation separately (A, B or C); each company's first preparation is free. Prices exclude VAT. A recommendation to bid is not a prediction of winning.

Frequently asked questions
Who submits the bid in EIS?
You do. Your company signs and submits the bid from its own EIS account and its own device. If we need to work in EIS, your administrator can create a user for us with the role "Supplier bid preparer" (Piegādātāja piedāvājuma sagatavotājs), which you block after the tender. Do not give us your e-signature tools or passwords.
Do you also work with my competitors?
In each tender (or tender lot) we work with only one bidder. We never share or use other clients' prices, documents or solutions. Each client has a separate workspace. This reduces the risk of prohibited agreements (Section 11 of the Competition Law) for both you and us.
What does "first job free" mean?
For the first tender (or one lot) your company entrusts to us, preparation is free, even if you win. This applies once per company.
Do you guarantee a win?
No. We help you submit a complete bid that meets the requirements, but the contracting authority chooses the winner based on the criteria in the tender regulations.
How early should we get in touch?
We recommend at least 10 working days before the submission deadline, to leave time for questions to the contracting authority and for collecting missing documents. With shorter deadlines we help where it's realistic, and we tell you honestly before starting.
Small procurements don't require an ESPD. Can you help?
Yes. In small procurements (Section 9 of the Public Procurement Law) an ESPD is usually not required, so we prepare the qualification documents and application according to the tender regulations.
Do you use artificial intelligence?
Yes, we use software tools, including artificial intelligence, to prepare documents. A person checks every document before handover, and your data is not used in work for other clients.
What if we lost and want to file a complaint?
We don't prepare complaints to the Procurement Monitoring Bureau (IUB) or court applications. We recommend contacting a lawyer; we can pass on the facts and documents from our work.
Do you help with tenders abroad?
We currently work with Latvian tenders in EIS. If you are interested in a specific tender in another EU country, write to us and we'll tell you whether we can help.
What is your liability?
We prepare documents carefully, but the client reviews and signs the ESPD and the bid, and is responsible for the truthfulness of the information provided and for submitting the bid. Our liability is limited to the fee paid for the specific bid.
